Michael E. Parmly, Counselor for Public Affairs, United States Mission to the United Nations in Geneva, answered to the question: “What percentage of ideas are actually carried out in your institution?”.

He said it would be around 60 to 75%. But you are careful what ideas to put forward because nobody likes failure.

An unused idea, he recycles it later as another idea and hopes it gets through at that point. Or he changes his own mind and decides it wasn’t such a good idea after all.
